4.0 Northern California Earthquake WAS Downgraded To a 3.9, Then Wouldn't You Just Know It. . . At Press Time Must Have Been Upgraded AGAIN, To a 4.0!!!!!

A 4.0 Struck Northern California Wednesday Night and was downgraded to a 3.9 and here's the USGS Report, up to this point no felt report is in, yet. UPDATE, It was Upgraded once again right at press time and last reported AGAIN now a 4.0! Sorry I can't explain it any more than that!!! Here it is as a 3.9 still:
